Antique Sterling Silver Dutch ? Early American ? Small Spoon Decorated 26560

This is a small antique sterling silver spoon of unknown origin.  I think it may be Dutch or possibly Early American given the weeping willow motif on the handle.  There is a small hallmark, but I do not recognize it.

Condition:
Good vintage - I have only lightly buffed, you may wish to polish more
